Research Abstract |
The purpose of this study is to develop methods to lengthen the lifetime of existing public buildings and to build a network of regional public facilities, by utilizing the existing and new public buildings through flexible conversion and multipurpose use and by utilizing the existing regional public housing stock. The result of the study is as follows. First, the study selected Tama City in Tokyo Prefecture as the target area and basic information for the study was collected. All municipal buildings such as schools and municipal offices were surveyed, and their data in terms of year of building, scale, structure and history of conversion, repair were stored in a database. The data of population change of all administrative districts of the target area was also stored in a database and the future population of each administrative district was forecasted. Using the database, a method for the rearrangement planning of community facilities by utilizing exiting public buildings was developed. The method consists of three steps. First, various spaces for visitors to the community facilities are classified into several types according to their names, equipment and usage, and the current situation of visitors to those types of spaces is surveyed. Second, the demand of the residents on the types of spaces in the community facilities is estimated. Third, the spaces necessary to meet the estimated demand are allocated to the exiting public buildings in consideration of their capacity. A method to quantify the potential of conversion for municipal buildings was also developed. The method consists of two steps. First, the rooms of the municipal buildings were classified in terms of the scale criteria, and construction methods of each type of rooms were analyzed. Second, the potentiality for conversion was determined by the scale criteria and construction method.
