Literature research was conducted on the theory, analysis, and evaluation methods related to the "dialogue between stakeholders", which is indispensable for resource environment management. Based on this, we created a conceptual framework for stakeholder engagement to avoid conflicts among stakeholders and explore mutually beneficial forms of utilization in new ocean utilization projects in disadvantaged areas where fishing is a key industry.
Four sub-themes were set up and case studies were conducted on coastal zone management based on ``stakeholder dialogue''. (1) Dialogue on recovery from pollution (Fukushima), (2) Consensus building process with fishermen for new sea surface utilization development (Fukushima & Okinawa), (3) Sustainable coastal area management (MIyagi, East Hokkaido region), (4) Urban bays capacity building for integrated coastal zone management (Tokyo Bay).
