This study developed the Restorative Justice Dialogue programs in order to prevent elderly maltreatment. The manual book was tried to explaine about an idea of the restorative justice without terminologies,because not professions but also non-professions can understad and practise Restorative Justice Dialogue in communities. By this dialogue we can share our different value each other. The structure of this dailogue helps to keep safe field.
In Canada and Finland,dailogue programs were used to prevent social exclusion and abuse in communities. Canadian Indicators of Abuse(IOA)Screen was used and scaled Japanese potential risks of the elder abuse on Japanese reported maltreatment cases. Gray Zone cases were identified to assessment ealy dialogue intervention.
