Geometrical symmetry is enhanced near horizon region of maximally rotating black holes. New physical phenomena caused by light rays and cosmic strings are proposed in that region. First, there exist bound orbits of light rays that approach to the event horizon of maximally rotating black holes. The expansion of their congruence vanishes in that case. Furthermore, the polarization vectors rotate along the light orbits. Secondly, there are two types of solutions that represent rigidly rotating cosmic strings: string connects a black hole horizon and infinity; string confined in a finite region near a black hole. Chaotic behaviors appear in the latter case.
