Outline of Final Research Achievements |
This study refers to people’s lack of cognition about the limit of their own presumption regarding natural disasters as “meta-ignorance” and presented a normative framework to mitigate meta-ignorance and cope with un-presumed disaster events through cooperation among various stakeholders. It conducted a survey on residents’ evacuation activities at a heavy rainfall event in July 2018 and explored relevant issues on their evacuation and consciousness. Finally, it proposed a risk communication method to mitigate meta-ignorance through social experiment.

近年,甚大な自然災害が頻発する中,「事前の想定を超える災害リスクに対して如何に対処するか」という問題が問われている.本研究は,そうした想定外の災害リスクに対処するためのガバナンスやリスクコミュニケーションを検討するための理論的・実践的な知見を見出しており,災害危機管理や災害に強い地域づくりの進展に寄与することが期待される.
