Outline of Final Research Achievements

This research investigated how NGOs support the provision of housing after a large disaster and complement official government support in two cases: 1) New York City, U.S. after Superstorm Sandy (typhoon) in 2012; and 2) Tacloban City, Philippines, after Supertyphoon Yolanda in 2013. In both cases, domestic and international NGOs made significant contributions to help residents' housing recovery. In New York City, local NGOs could help with housing repairs and rebuilding that were not included in the government program, called Build it Back. In Tacloban City, various types of new houses were build for disaster survivors that included NGO support combined with government support. Through interviews with residents, NGO organizations and government staff, this research could confirm how the NGO support for housing could help the residents in their life recovery.

Academic Significance and Societal Importance of the Research Achievements

2004年のインド洋津波以降の過去15年間で、被災後の住宅の復旧におけるNGOの役割は増え続けています。本研究では、米国とフィリピンにおける被災後の住宅復旧に対するNGO主導の支援と公式な被災後支援の影響を調査しました。これら2つの国際的な事例を通して、NGOは住宅復興に関してこれまでの経験を元に様々な解決方法を示すことができます。知識を利用すれば、NGOプログラムや政府プログラムなど、将来の住宅回復プログラムを改善することができます。さらに、政府のプログラムとNGOのプログラムを組み合わせることができればより効果的な住宅復興を提供することができます。
