Research Abstract

In 2005, I considered two problems about the disability employment legislation in Japan. One was about the range of disabilities, and the other was about the employment support system of persons with disabilities. And I tried to find a way out of these problems. The range of 'disabilities' under the disability employment legislation should be based on 'vocational handicap' and 'specific needs'. And, public individual employment support systems like Job Coach System should be provided more extensively to persons with disabilities.
In 2006, I researched on the individual employment support systems for persons with disabilities in the UK, mainly focusing on Job centre Plus and Disability Employment Advisers.
In 2007, I researched on international human rights law and employment of persons with disabilities. I gave the overview of international trends of human rights law concerning employment of persons with disabilities. I considered that The UN Convention on the Rights of People with Disabilities (2006) developed the international standard of human rights. The Convention has three important concepts, (1) Prohibition against all discrimination on the basis of disability, (2) Reasonable accommodation, (3) Affirmative action. I point out these concepts will affect in Japanese employment law of persons with disabilities.
