Research Abstract

This research will examine the possibility of negative influence of NPM. Under the worsening fiscal restriction, NPM has been expected to play much positive role for improving efficiency, accountability and so on among many public agencies. Indeed, NPM has accomplished many outcomes in the world, but there must be some concern. It is influence of NPM into the ethics of public officials. NPM uses market mechanism, which allows pursuit of public interests, as incentive which public officials, as proponents of public interests, have been taught to regard as taboo so far. This research will examine the possibility that NPM might exert into the behavior of public officials in Japan.
In this research, questionnaire survey was conducted to public officials of local governments. Some field interview was conducted for supplementary data collection. Through these data, we can see what public officials expect to NPM and what they expect to happen in the aspect of public ethics and we can also find the very difference of view between managers and non-managers.
