The purpose of this study was to develop the collaborative strategy by school counselors and teachers for classroom improvement, based on the findings and experiences that have been obtained in the countries that have advanced school counseling system, such as the U.S. The survey was conducted in Hawaii, Oregon, and New York in the U.S., and Scotland and England in UK In addition, the classroom climate consultation conducted to approximately 200 classes, including those schools that employed the Subject Centre System, in Japan. In the future, it will be expected to develop the comprehensive system and tools that is the framework for implementing the consultation method by teacher-school counselor collaboration, and to disseminate these system and the tools abroad.
