Research Abstract |
Assessment of public interest under appropriate scoping is necessary for the planning of infrastructure development. Public interest should be measured considering the difference in values among stakeholders. This study proposes a multi-dimensional (MD) evaluation system of development focusing on concurrence of common interests. The effectiveness of development is measured by a change in QoL which is defined as an overall satisfaction of 5 elements, including safety and security, economic opportunities, and environmental sustainability etc. In this research, the MD evaluation system is utilized to the enhancement of accountability of decision making and social equality in rehabilitation of port areas which are suffering from economic decline and vulnerable to flood-tides.
