本研究は、研究代表者が展開する北極国際法秩序形成に関する総合的研究と密接に関連づけて行い、非北極国の利益と結びついている北極海洋生物資源管理分野（Arctic marine living resources management）と北極船舶航行管理分野（Arctic shipping management）を取り上げて、漁業管理方法の発展、非北極圏国による北極海航路の利用可能性の検討、極海コードに関係する法との関係および将来的発展についてなど、関連する北極法秩序の形成および実施における非北極圏国、特に中国の役割について検討を行った。
神戸大学での共同研究実施期間の最終フェーズである平成31年度（4月1日～6月18日）は、北極漁業の体制作りのプロセスとその正当性の強化、2018年10月の中央北極海漁業協定の分析と締結後の課題、および、さまざまな利害関係者が対立する北極圏の利益についての分析、検証を中心に行い、北極圏の漁業の法的秩序体制作りと管理について、非北極圏国―特に日本、中国、韓国―がいかに建設的に北極の持続可能な発展に貢献できるかをテーマに研究を行った。
本研究の集大成として、Leilei Zou氏との共編英書Emerging Legal Orders in the Arctic: The Role of Non-Arctic Actors (Routledge, April 2019, 306pp.)を発刊し、そこにおいて、まずLeilei Zou氏との共著巻頭論文、"An Ocean in the Making: Non-Arctic Actors and the Emerging Arctic Legal Orders"を発表した。また、Leilei Zou氏の単独論文「Russia's legislative development pertaining to the Northern Sea Route and its interaction with Sino-Russian Arctic」は、北極海航路利活用をめぐるロシアと中国の協力関係を論じており、大変興味深い考察となっている。
