| Outline of Final Research Achievements |
The EU has often been regarded as Normative Power Europe (NPE), however, many empirical researches have not discussed the sustainability of the collective political will of EU Member States to keep EU as NPE. We addressed this research gap. Our hypothesis is that four institutional conditions have maintained the will: multiactorship in decision-making; synchronization between European & international rules; Eurolegalism; mainstreaming of core values. We carried out empirical researches: CJEU in CFSP, European Arrest Warrant, social integration of immigrants, EU & CoE relation, EU competition policy, EU & WTO relation, EU & China relations, and Brexit. We can observe institutional practice of EU in line with the four conditions, however, we also can find that EU has in part been apart from them; so we suggest that EU has partially transformed its institutional practices. Therefore we need to pay attention to the possible transformation of the corrective political will of EU towards NPE.

| Academic Significance and Societal Importance of the Research Achievements |
EUのヨーロッパが米中ロとの関係でどう動いていくかは、今後の国際秩序のあり方を探っていく上で重要である。本研究では、EUという国際政治主体の政治的特徴を明らかにすることによって、今後のリベラル国際秩序の行方を見定めていく一つの見方を提示した。EU研究において流行の用語となりつつも不十分な点もあった規範パワー論研究を補填しつつリベラル国際秩序を支える政治意思と制度実行のあり方を探る理論的視点を提起したのが、本研究プロジェクトである。EUを規範パワーへと方向づける制度条件についての理論的研究はリベラル国際秩序の歴史的起源を探る上で有意義な基礎の一端を提供するであろう。本研究の貢献はこの点にもある。
