| Outline of Final Research Achievements |
Research to date argues that there is little indication that local actors have promoted a normative concept, the Responsibility to Protect (R2P) in Southeast Asia, although other evidence suggests that change has occurred in the region. This research study analyzed norm dynamics in Southeast Asia using a constructivist approach. In conclusion, it shows that local norm entrepreneurs, major institutions, and non-governmental organizations played a central role in developing atrocity prevention governance in Southeast Asia.

| Academic Significance and Societal Importance of the Research Achievements |
西洋に淵源を持つ国際規範を非西洋地域の行為主体がどのように共有するのかという問題は、国際政治学における重要な研究テーマの1つである。本研究では、間断なき論争を伴いながら規範形成が試みられてきた「保護する責任」に焦点を当て、非西洋地域の1つである東南アジアを対象に分析を試みた。本研究では「保護する責任」の伝播における市民社会組織による影響力行使の実態を明らかにすると共に、残虐行為の予防という実践的な課題において地域機構、各国政府、非国家アクターが果たし得る役割を提示した。
