Since the Great East Japan Earthquake, all organizations, groups, communities, and individuals in Japan are expected to make efforts in disaster reduction activities. However, the problem has arisen that the government and administrative agencies' efforts to encourage people to take action have instead fostered negative attitudes. Therefore, in this study, we conducted an empirical research to find out what kind of efforts can create a positive mentality. Sustained practices in Nagata-ku, Kobe; Kusatsu City, Shiga Prefecture; Kyotamba Town, Kyoto Prefecture; and Fukui City, Fukui Prefecture, in sharing disaster information through local media that are relevant to the local context, have all resulted in increased disaster awareness and positive changes in disaster prevention behavior in these areas.
