Outline of Final Research Achievements

The purpose of this project is to survey the demand of the local residents in several communities in which public transportation services do not function well (or do not exist) for DRT (Demand Responsive Transport). The place for the regional experiments is located at Toyooka City in Hyogo Prefecture, north western part of Japan. With the cooperation of Municipal Office, Zentan Bus Company, and Osaka University (science technology laboratory), we made the experiments from 2018 to 2020, and we made a comparison between “full-demand service” (DRT comes to residents’ houses) and “semi-demand service” (DRT goes to the bus stop which is close to the residents’ houses). As a result, the regional demand for the DRT service is not high enough to launch a new service to the region because the locals had decided to keep on using their own vehicles.

Academic Significance and Societal Importance of the Research Achievements

少子化によって地方が衰退する中、公共サービスの維持が問題になっている。本研究では、公共交通空白地域をフィールドとして、デマンド交通の投入が妥当かについて社会実証実験を行い、検証を行った。結果、事前の意見調査では高い地域ニーズが認められたことに対し、実際の実験においてはニーズがほとんど存在せず、自家交通(マイカー)に依存する既存のライフスタイルを続行する現象が多く認められた。学術的には(1)事前のフリーライダー的行動(とりあえず要求するが責任は負わない住民行動)のきわめて大きな存在、および(2)従来の生活様式のシフトに対する精神的苦痛(経済学的には社会的コスト負担)の大きさが認められた。
