Research Abstract

インドの農業生産は持続的に成長を続けている。本研究では、制度的要因、つまり土地改革を中心とする一連の農業立法が、農業成長の重要な背景をなしたであろうとの立場から、西ベンガル州を事例にして立法の歴史をほぼ網羅的に調査した。その結果、土地改革が終わる1955年までの約20年間に、実に130件以上の農業関連法案が審議され、しかもその大半が議員提案だったことが明らかになった。この事実は、農業政策の形成過程が従来考えられてきたよりはるかに幅広く深い背景をもつものだったことを示唆している。インドの土地改革は否定的に評価されることが多かったが、本研究によって、より広い文脈の中に置き直して再評価するための資料的な基礎を据えることができたのではないかと考えている。
