Research Abstract |
This research was designed to track the realities of policy implementation and provision process of the elder's social care services in France, from the viewpoint of local communities or fields where social care services could be delivered to service-users or citizens. The aims of the research were to identify the inconveniences of social care system in France that "the tragedy of hot wave in summer 2003" had revealed, and to make clear the existing conditions and problems of the actual system for the elder in France Under this design and aims, the research was pursued through an approach so-called "meso area studies, i.e. middle-ranged area studies of Welfare State". This approach leads to understand totally policy implementation and service provision process in a certain local community of the country concerned, though the traditional approach of the comparative studies of Welfare State has put into consideration a country as a whole. and carried out in Loire-Atlantique, a "departement" (the administrative division of intermediate stages) in western region of France. Second year, the Departemental Scheme of the Elder's Social Care Organization was taken into considerations in order to make clear its elaboration process and contents. Special attention was also turned toward the actual situations and trend of reforms of the actual social care system for the elder. Through these works, the investigator was able to clarify not only the real elaboration process of the Departemental Scheme, but also, the important roles played by the CLIC and the CODERPA. In fact, the former is en charge de promotion de "territorialization of social care", while the latter is a consultative coucil for representation of the elder's opinions and needs. In France, where the Act II of decentralization is put into execution, the functions of the "departement" are being reinforced. This reinforcement seems to give preference to equal treatment between intradepartements, rather than "proximity" to service-users or citizens.
