In 1999, Conference of the Central Council of Education insisted that Career Education should be introduced into school education. At the time it was becoming more important in Japanese schools to provide guidance about work value and a good work ethic. The Ministry of Education, Culture, Sports, Science and Technology (MEXT) adopted a new policy: through school education activities as a whole, teachers will promote organized, systematic career education tailored to the students' developmental stage. In 2002, Structure of A Study Program For The Promotion of Work Values (Look at Appendix 1), a curriculum organized according to the developmental stage of students, was designed for career education. The Structure has three school levels, elementary, junior high and senior high, and four areas, Interpersonal, Information, Career Planning and Decision Making. Then elementary school got the chance to regain career education. This research was implemented on the background of these features. It was also promoted to assist the implementation of career education in elementary school level. The main results of the research are as follows; 1. Clarify the problems that elementary school in Japan faces when they implement career education. 2. Develop a self-efficacy Scale for the sixth-grader. The scale assists teachers to know the effect of career education when they evaluate the implementation of career education. 3. Assist to develop a guideline through elementary to junior high level.
