Research Abstract |
Considering future urban areas under declining society, the new pro-active planning system that enable making high quality urban environment sustainablly based on the appropriate evaluation of effectiveness of the actions through the partnerships among key stakeholders is needed in Japan. The purpose of this research is to examine and propose new direction of the new planning system of Japan based on the analysis of the 2004 Planning Act in England and other related materials, legislations and case studies. Chapter 1 deals with the 2004 Planning Act and its characteristics compared with the pre-2004 planning system. Chapter 2 deals with an example of the new planning practice in Manchester especially after the latter half of the 1980s. Chapter 3 deals with how to evaluate current planning practices in Japan from macro and micro point of view. Chapter 4 proposes new management system in planning practice based on the empirical analysis and theoretical study in central urban areas in Japan. Chapter 5 stresses the importance of new visions that frame and induce each development and proposes Urban Village for the new era in Japan. Chapter 6 is the concluding article that integrates the previous concepts and proposals. Through this research, new visions and concepts for the urbanized society, planning management method and action-oriented planning frameworks are proposed.
