Research Abstract

人口・世帯減少・少子高齢化社会における地区・自治体・広域レベルの空間計画・規制・事業手法の現状の実態と課題について、日本と旧東ドイツを対象として調査し、今後の社会的情勢に対応した計画制度のあるべき姿について展望した。特にわが国においては、人口減少が著しい大都市周辺部のNTと地方都市郊外部に着目し、それぞれ商業施設の立地状況と線引き制度の有する課題について明らかにした。またドイツに関しては、地区レベルについては減築の計画・実施の実態を明らかにし、自治体レベルについてはその全市レベルの計画の実態を明らかにし、また広域レベルについては特に役割分担を基礎とした広域連携の実態について明らかにした。
