Outline of Annual Research Achievements

This study investigated risk communication practices of prefectural and local governments, and risk perception of residents in Osaka and Tokyo Bay. The interview results demonstrated that there is little active engagement in communicating risk to residents potentially affected by chemical accidents. There was a notable difference between prefectural and local government concerning their perception regarding the disclosure of risk information to residents, with a higher perception that the disclosure of this type of information is needed, or merited for residents’ disaster planning among the prefectural level interviewees. The results a survey of residents in Osaka and Tokyo Bay areas, showed that residents are aware of Natech hazards, and perceive that accidents represent a risk to their lives and property. However, most did not know how to protect themselves in case of an accident. Most people said they have not received information regarding preparedness for chemical accidents, and the majority agreed that residents should be informed about the likelihood and consequences of potential chemical accidents that might happen in proximity to where they live. There was however concern over the negative effect that the disclosure of risk information could have. The findings of the study were presented at two international conferences, and a domestic conference. Furthermore, two manuscripts based on the findings of the study are under preparation for publication in peer reviewed journals.
