Sustainable development in Southeast Asia is at risk due to disasters accelerated by climate change. Despite science and technology availability, risk governance has not enabled genuine resilience building. The research investigated whether political architecture and processes of ASEAN mechanisms enable disaster risk reduction and climate change adaptation (DRR/CCA) policy formulation to embrace science and technology advancement. It also identified partial coherence of various international and regional agreements on DRR/CCA through national policy and regional resource mobilizations using network analyses. This research generated inter-organizational network, knowledge network, discourse network, and science-policy network on regional risk governance. This includes inter-organizational network during and after disasters in ASEAN, knowledge network of research, and discourse network showcasing barriers and challenges of humanitarian system. The research found two key problems limiting science-policy interactions. First, gaps in translating one-off and programmatic capacity building investments into disaster management professionalization. Second, scattered and fragmented knowledge management facilities/platforms availability and usability. As an action-research, the outputs disseminated not only at academic forums, but also through direct engagement at policymaking and capacity building of ASEAN. To solve the problems, the research inspired a web-based knowledge management tool for knitting networks of science, policy, and actions for resilience building was developed.
