Outline of Annual Research Achievements

本年度は当初計画では最終年度の翌年にあたり、Covid影響によって延期された部分を実施した追加的な最終年度である。本年度まで、当初掲げた3つの目標に従い研究を進めた。第一は企業単位の国際特許データベース整備・高度化、第二は各国における出願戦略の巧拙の影響の分析、第三は医薬品企業のR&D戦略を企業資本構造や特許・製品の海外展開状況等との関係で探ることであった。
第一の目標に関しては、2021年度及び2022年度に一応の分析基盤を完成した各多国籍企業に属する特許データベースについて、派生指標を作成・結合しながら検証をはかった。とりわけ審査官個人IDを識別するデータ（WIPOによる国際ファーストネームデータと、日本の商用名付けデータベースによるもの）を利用し、日米の特許審査経過データから個々の出願単位で審査官の経験年数や性別などの属性を数値化し、分析基盤を充実化した。
第二の研究目標に関して、これらデータベースを生かし、特許審査の質と国際特許審査スピルオーバーの研究を発展させた。審査官属性に関しては、国際特許スピルオーバーにも影響していることを確認し、結果を欧州知財学会で発表したほか、その結果を海外査読誌に掲載した。
第三の目標に関しては、不確実性・リスク概念について議論を深め、多国籍企業の国際特許ストックデータを用いた実証枠組みの高度化をはかった。
これらを総合する視点から経営戦略に関する書籍も刊行した。
