| Outline of Final Research Achievements |
In economics, stochastic frontier analyses are often used to statistically evaluate efficiency of firms. We try to compute efficiency estimate of municipal hospitals in Japan, not by statistically, but by assuming they are rational (in economics term) under some circumstance called soft-budget problem. We found the derived inefficiency distribution does not resemble the one which is employed in usual stochastic frontier analyses.

どの産業にも、有形・無形で存在するルールや習慣があり、事業に携わる人々は当然、多くの場合にそれらを守って行動するであろう。事業者側の怠慢等によって発生する非効率と、ルールに従った結果として必然的に発生する「非効率」を区別することは可能であろうか。本研究は、後者を数量的に調べようとする場合、従来の分析手法のうちの何を変更しうるかを示すものである。
