This study clarified the characteristics and issues of "reflective conversation with the material of the situation" (developmental design approach), which is at the core of school development and school leader education, through theoretical considerations and case analyses. It has been found that when engaging in "reflective conversation with the material of the situation," the emphasis should be on cultivating insight into the possibilities for the future in the real movement of school development, rather than on reflecting on the "frames" held in the minds of designers and organizational members.
