Outline of Annual Research Achievements

本研究は、アフリカにおける開発協力の現場と国際機関の政策を有機的に分析することを通じて、開発協力におけるグローバル・ガバナンスの課題と可能性を解明することを目的とするものである。

当初の研究計画で予定していた現地調査については延期してきた経緯があるが、今年度初めて実施することができた。具体的には、2023年8月～9月にウガンダ共和国を訪問し、約30件のインタビューを実施した。また、2024年2月～3月にOECD本部及び加盟国代表部などを訪問し、約15件のインタビュー及び資料収集を実施した。これらの現地調査及びこれまでの机上研究を基に今後の研究を進めていく予定である。なお、研究成果については、2023年8月にThe International Studies Association (ISA) 2023 Virtual Conferenceにて発表を行った。また、2024年6月にAcademic Council on the United Nations System (ACUNS) Annual Meeting 2024にて、2024年8月にEuropean International Studies Association (EISA) The 17th Pan-European Conference on International Relationsにて研究成果を発表する予定である。

これまでの研究から、OECD（国際機関）とウガンダ（開発協力の現場）において、先進国だけでなく新興国や民間企業など新たな開発協力のアクターを包括的に捉えて協調を促す枠組みは存在せず、OECDや先進国間で共有されてきた規範や価値観も援助国の国内政治や開発アジェンダの潮流によって変化しており、同質性より多様性が重視され、多様なアクターを見据えた行動がとられていることが明らかになった。

Strategy for Future Research Activity

今年度から国際学会にて発表しており、次年度も発表予定があることから、今後は学会発表で得られるインプットやフィードバックを踏まえて、学会誌やジャーナルで発表できるように研究成果をまとめる予定である。
