Outline of Annual Research Achievements

マダガスカル、ミャンマー、スリランカで研究を進めた。
マダガスカルでは首都アンタナナリボ周辺の酪農家114戸において牛結核の疫学調査を実施した。酪農家114戸から飼養頭数規模に従い155頭の牛から生乳サンプルを取得し、エライザ法により分析を行った。分析の結果、牛群レベルでは41.2％、農家レベルでは32.3％が陽性であることが明らかとなった。農家特性から牛結核の発生要因を分析した結果、人工授精（AI）を利用する農家ほど牛結核の発生可能性が高く、また、集約的飼養管理を行っている農家や共同放牧地を利用している農家でも、その可能性が高い傾向が統計的に明らかとなった。一方で、搾乳前の乳房洗浄を実施している農家、獣医師の訪問回数が高い農家ほど、牛結核の発生可能性が低いことが明らかとなった。AIを利用する農家で牛結核の発生可能性が高いのは、排卵を誘発する際の注射針の使いまわしと、AI器具の不十分な消毒が要因として考えられた。牛結核は人獣共通感染症であり、上記のような高い牛での感染状況は、ヒト（農家）の健康へのリスクも考慮しなければならないことが明らかとなった。
こうした状況は経済学で学ぶ外部不経済の状況であり、必要な対策を行うこと（内部化）することが不可欠である。マダガスカル畜産局を訪問し、こうした状況を説明し、感染牛の隔離等が必要であることを説明した。ただし、マダガスカルにおける農家レベルの牛結核に関する正確な理解の水準は低く、地道な啓蒙普及活動が必要である。
スリランカとミャンマーでは人獣共通感染症である牛ブラセラ病の調査を進めたが、スリランカでは経済破綻の影響で現地調査が難航し、十分な成果は得られていない。ミャンマーでも軍のクーデター以降、フィールド調査が困難な状況である。

Reason

スリランカでは経済破綻の影響、ミャンマーでは軍のクーデターの影響により、フィールド調査が困難な状況であったため、両国で進める予定であった牛ブルセラ病の疫学調査の実施が難しかったことが理由である。

Strategy for Future Research Activity

スリランカとミャンマーについては、上記の理由により十分な研究展開ができなかった。しかし、マダガスカルについては、牛結核の疫学調査が期待以上に進展することができ、学術的にも大変興味深い結果が得られた。新型コロナの影響により、研究期間を１年間延長したが、最終年度はマダガスカルに焦点を絞り疫学調査を実施する予定である。
マダガスカルにおいて2022年度に調査した農家（114戸）を半数ずつの２グループに分け（ControlとTrialグループ）、2023年度に再度、同じ農家に調査を行う（10月頃）。Trial グループには牛結核による経済的損害や、周辺農家への被害を説明する。これらは、行動経済学で示される損失回避と社会規範の影響に関する説明である。Trialグループにおける乳房の洗浄や、感染牛隔離の実施農家は、Controlグループよりも高くなることが予想される。同時期に牛からの採血による疫学調査も実施し、農家行動の変化による、牛結核発生の変化を把握する。
次年度は最終年であり、研究分担者・研究協力者が参加する国際セミナーを開催し、研究成果の共有を進めたい。開催地としてスリランカの家畜衛生局における対面実施が考えられるが、状況により、ZOOMによる開催も考えたい。
