| Research Abstract |
本研究は、環境教育の政策が具体的に策定され制度化されるプロセスにおいて何があったのか、また制度が作られた後の政策効果や影響として、どのようなものが観察されたか、等を分析し明らかにしたものである。分析の対象としたデータは、マレーシア国・サバ州政府が策定を進めた「サバ州環境教育政策」の政策プロセスである。収集したデータをいくつかの論点に即して分析した結果、政策が形成される際に採用される手続きをプロセスとして整理し、提示することができた。また政策形成に参加する参加者たちがどのような論点を提示するか、それがどのように政策に包含されていくかを明らかにした。その政策形成のプロセスにおいて、出現し顕在化した障害や葛藤についても類型化し、さらに政策形成後に現れた改定作業への企図から、政策をめぐるさまざまな意欲が存在する、ということを明らかにした。
