Research Abstract

本研究では、戦後日本における母子健康手帳の普及した過程について、当時の厚生省関係者や助産師・保健師へのIn-depth Interview調査および歴史学的記述研究(Historiography)手法を用いた文献や新聞検索などを分析し、途上国への応用可能性を検討する。2007年度は、母子健康手帳の導入以後の行政文書に関して、厚生省の白書や公開資料に関する文献的収集を行い、それらの成果をまとめた。また、歴史学的記述研究として、医学中央雑誌での検索や国立保健医療科学院、母子愛育研究会の蔵書調査により、全国の雑誌や書籍における母子健康手帳の記事を収集し、育児雑誌などの検索により、母子健康手帳に関する記事を検索した。
本調査の結果、出生証明書という公文書、厚生省、都道府県衛生部という強固な行政組織のサポート、チェンジエージェント(変革を促進する人) としての保健師や助産師の役割という3つの要因が母子健康手帳の普及に大きく作用したと推測された。また、その成果は、現在、母子手帳の開発と普及に携わる途上国においても応用可能であると考えられた。
それらの研究の成果を、国際協力機構が実施する「パレスチナ国別研修母子健康手帳」、「インドネシア母子保健研修」において発表し、「第6回母子手帳国際会議」において講演を行った。また、スウェーデン・カロリンスカ大学において、戦後日本における母子健康手帳の普及した過程に関する講義を行った。
