Research Abstract |
Depopulation in Japan has begun in 2004. Reflecting depopulation society, disaster management scheme with risk avoidance such as land use regulation becomes realistic in Japan. Following issues are discussed to implement land use regulation to Japanese disaster reduction scheme, 1) Consensus building among stakeholders, 2) Regional Classification Method based on population structure, and 3) Land use management tools.
