Research Abstract

共通点 : 日本・韓国ともDV防止法制定過程は女性NGOや被害者支援の専門家が重要なアクターとして関与。
相違点 : NGOの影響力の強さ、NGOの規模と性格、市民の政治的有効性感覚、ジェンダー平等政策に対する政府の姿勢、人々の紐帯の強さ等々が、日本と韓国でかなり異なる。
・韓国では民主化を自らの手で達成した市民の自信と、ネットワークの強さが女性NGOの強さの源泉となっているという、歴史的背景がある。
・日本では自民党一党支配のゆらぎ、複雑化する行政課題、グローバリゼーションと少子高齢化という未経験の事態のもとで、政府は市民を政策の場に組み込む重要性を徐々に認識。市民・専門家は緩いネットワークを組んで政策形成の場を事実上開放型にし、行政による「公」の独占を掘り崩す。
