Research Abstract

本研究は、メルケル政権下におけるドイツの安全保障政策が、欧州安全保障秩序の柱である北大西洋条約機構(NATO)、欧州連合(EU)の活動に対する連邦軍の参加をめぐって、異なった課題とディレンマ抱えていることを明らかにした。EU においては共通外交・安全保障政策(CFSP)及び欧州安全保障防衛政策(ESDP)の進展に歩調を合わせる形で制度構築と作戦行動に積極的に関与・主導し、それにより加盟国の支持を得る一方で、NATOの作戦行動においては、民生と軍事を組み合わせたドイツ独自の復興モデルを提唱・展開することにより地上戦闘任務を回避し、消極的関与にとどまっているとして批判を受け、政策の修正を迫られている。
