Research Abstract

本研究では、民営化前の郵便貯金事業における免税等「官業の特典」額とユニバーサルサービスや官業の特殊性から生じる機会費用等「官業の制約」額とをそれぞれ推計、比較した。その結果、特典が次第に減少する一方で業務制限等による機会費用が急増し収益構造を大幅に悪化させている事実が浮き彫りにされた。諸外国の経験を合わせて考えれば、イギリスやニュージーランド等の様に業務制限を相当緩めない限り、将来、同事業におけるユニバーサルサービス等の民業補完事業は持続困難に陥る危険性が高い。
