| Research Abstract |
本研究の成果として、第1に、河川法改正後に河川事業における自治体の自律性はどのように変化したか、直轄事業に対し自治体が影響力を行使出来るとすればその要因は何かについて、分析視角に基づいて考察を行い明確にした点である。第2に、国交省の下水道、農水省の農業集落排水、環境省の合併浄化槽に分かれる下水道関連事業において、この区分とは異なる行政組織編成を行っている自治体にはどのような特徴があるのかを明らかにしたことである。第3に、中央省庁の縦割りとは異なる行政組織改革が進展している都道府県を対象とし改革が進展した要因を明確にしたことである。
