A survey was conducted to investigate cooperation between local governments, social welfare councils, and religious facilities/organizations in times of disaster. The results showed a significant increase in the number of local governments with disaster agreements with religious facilities and the number of religious facilities designated as evacuation shelters compared to the 2014 survey. Approximately 40% of social welfare councils reported receiving support from religious organizations during disasters. There were few cases of cooperation or collaboration being refused due to separation of religion and state. There was also a desire among local residents to use religious facilities as evacuation shelters in times of disaster. The findings suggest that building strong relationships between residents, religious leaders, community associations, local governments, social welfare councils, and NPOs in normal times can effectively strengthen cooperation during disasters.
