Outline of Research at the Start

本研究は、インドネシアにおける近年の大規模地震災害を主な事例とし、先進国等の災害事例にも適宜言及して、自然災害からの復興を社会・空間構造の変化という観点から総括し、復興後のコミュニティベースの災害リスク軽減の取り組みと、経済・土地・社会の各側面における長期的な地域開発を実態調査に即して統合的に検討することによって、開発途上国における災害脆弱性と地域開発との相互関係を明らかにする。とりわけ、復興後の地域開発が災害リスクそのものを生み出すプロセスと、リスクに対処するコミュニティのガバナンスに注目して、災害発生機構について総合的に理解し、安全・安心な地域社会づくりのありようについても議論する。

Outline of Annual Research Achievements

前年度に検討した災害復興と都市開発との関連に関する仮説を検証するために、それに基づいて設計・サンプリングをおこなった質問紙調査をバンダアチェ市とその周辺地域、51地区において実施し、総計1,031件の回答を得た。そのデータを主として記述統計の手法によって予察的に分析した結果、以下のことがわかった。回答者の約55％は現住地外の地域出身者であり、それぞれバンダアチェ地域20％、その他アチェ州内25％と、移住圏は比較的ローカルである。ジャワ島や外国など、比較的遠方からの移住者はとりわけ被災後10年間の時期に集中しており、仕事を探しに来住したものが多く、復興景気から継続的な資本蓄積による都市開発の影響が示唆される。元被災地の沿岸部には地域外からの移住者が入居する傾向にあり、復興住宅が貸家として受け皿になったと思われる。また内陸郊外部では、元々の居住者と地域内での住み替え移住者との混住化が顕著になりつつある。地震のような目に見えにくい災害の潜在的リスクは認知されがたく、居住地選択に当たっては通勤の便、住宅の価格や広さといった実利的な理由が優先された。津波経験者の災害リスク認知度は高いが、移住者などとの経験や知識の共有は進んでおらず、また、コミュニティレベルでの防災活動も低調である。結果的に、災害への備えは所得水準との相関が見られ、防災が個人レベルの問題にとどまる傾向があり、沿岸部では社会的な脆弱性の再生産が示唆された。つまり、アチェ社会は災害に対する回復力も脆弱性も高く、それは住宅・集落復興を最優先にした復興政策の連続でとらえられるが、次の津波災害に備える復興政策のために災害回復力を失った日本の東北地方と対照的である。以上の結果は、現地カウンターパートのほか、インドネシア国立研究革新庁の専門家と共有し、報告書として刊行するとともに、日本地球惑星科学連合大会において発表する予定である。
