本研究の特色及び意義は以下のとおりである。
第一に，「就労困難者」といわれる就労までに支援と時間を必要とする者，就労の継続に支援を必要とする者の対象を明らかとし，それぞれが就労に対して抱える困難な問題点を整理する点にある。
第二に，「就労困難者」に対する支援のあり方，支援に対するシステムの構築について具体的に整理・検討する点にある。
第三に，「就労困難者」が福祉政策と労働政策の谷間に陥る課題を整理し，「包摂型雇用」を創出するための横断的な政策議論に貢献することにある。

| Outline of Final Research Achievements |
From the results of the survey research, we were able to confirm the following points regarding the situation of social inclusion and exclusion in the corona disaster. We were able to confirm that many users were left in debt due to the use of the special loan system for those in need due to the effects of the new coronavirus infection. In addition, we were able to confirm the current situation that does not directly lead to an increase in the use of the public assistance system. A similar situation was also confirmed in facilities for the disabled. At the same time, we confirmed an attempt to reorganize local governments for the needy and the elderly, mainly through outreach.

コロナ禍の「就労困難者」に対する支援の在り方について実情を把握出来たことは、コロナ禍を経験したことを踏まえた「就労困難者」に対する今後の支援の在り方、制度の在り方について、本研究により示唆を得ることが出来る。
