| Outline of Research at the Start |
日台の現状をみてみると、自主防災組織など住民主体の自助・互助の地域防災システムが強調される日本に対し、台湾ではトップダウンで行政主導の地域防災マネジメントが進められてきた。しかし、近年、台湾でも災害防救法の見直しもあり、住民の自主的な防災への取り組み意欲を引き出すための地域防災教育を通した地域の防災・復興システムの構築に着手している。一方、日本では、地域住民の自助・互助の限界に対して行政がどのように支援していくかが課題となってきている。このような特徴のある日台およびその他の国との国際比較を通じて、共通の課題である災害に強い地域づくりに向けて、地域防災・復興システムの在り方を明確にしていきたい。

| Outline of Final Research Achievements |
This study aimed to clarify the effective approaches of community-based disaster risk reduction through an international comparative approach. Special emphasis was placed on collaboration with Taiwan, including field investigations into disaster response and disaster preparedness training through visits to National Taiwan University and the Tzu Chi Foundation. In addition, case studies from the U. K., the U. S., and New Zealand were examined to broaden the international perspective. Domestically, ongoing research were conducted in Tochigi Prefecture, focusing on mutual aid activities by NPOs, the actual conditions of disaster volunteers, and challenges in evacuation shelter management. Despite restrictions caused by the COVID-19 pandemic, the research was sustained through web-based surveys, online seminars, and literature reviews. Part of the research findings was compiled into an introductory book on community-based disaster management, Hajimete no Chiiki Bousai Management.

| Academic Significance and Societal Importance of the Research Achievements |
学術的意義：本研究は、台湾、米国、英国、ニュージーランドなど国際的な比較の視点で調査を行い、共助の限界を補う民間支援や人材育成の比較を通じ、防災学の理論と実践の接続に貢献した。また、コロナ禍における国際調査の制約下でも、SNSやGISを活用した新たな災害調査手法を導入し、地域防災に必要な支援体制や避難行動の要因分析を行った。
社会的意義：調査成果は書籍『はじめての地域防災マネジメント』として刊行され、地域住民や学生の防災教育に活用されている。避難所における多様性への配慮や包摂的防災の必要性を社会に発信し、オンラインセミナー等を通じて幅広く実践知を還元した。
