| Outline of Research at the Start |
本研究では、日本の「臨時教育審議会（以下、臨教審）」とアメリカで『危機に立つ国家（A Nation at Risk）』の報告書を作成した「優秀性に関する全米教育委員会」を考察するものである。両組織とともに、教育の質的な転換を迫り、1990年代の教育改革の起点となった答申・報告書を作成した。そこから30年以上経過した現在、歴史的な出来事として検証する必要がある。両組織では、具体的にどのように審議され、どのような政治勢力と政策に影響を受け、答申や報告書が形成されたのかを再審する。今日の教育改革の源流を知ることで、何らかの示唆を得たいと考える。

| Outline of Final Research Achievements |
This study analysis the "Ad hoc Council on Education（Japan）" established in 1984 and the "National Commission on Excellence in Education（U.S.）" established in 1981. The 1980s was a historical turning point in which the welfare state was reexamined and political realignment proceeded. Therefore, this study focuses on the Ad hoc Council on Education and the National Commission on Excellence in Education to clarify their deliberative processes and to identify transformation of education politics and policy.

| Academic Significance and Societal Importance of the Research Achievements |
アメリカでは「危機に立つ国家」以降、アメリカの伝統的な地方分権的な制度構造が中央集権的な構造へと変化しつつあるが、一方で、財政構造の変化は少なく、限界づけられるものであった。一方で、臨時教育審議会では中曽根自身の政治的な基盤も盤石するために起爆剤として期待されるが故に、「教育の自由化」の議論において教育政策としての具体性は曖昧なものであった。この点は1980年代から90年代「新自由主義」と表現される改革の内実については、既存の教育関係団体や政治的な関係性を変容させるものであるが、各国での具体的な教育政策の現れ方は多様であり、異なる改革方向性を見出しうるものであることを示唆した。
