本研究は、自律的な教育経営を推奨する政策の下での、自律的であるはずの経営母体が機能不全を起こした場合の対応を、とりわけ重篤なケースへの支援に注目して検討する。イギリスでは、1990年代に重篤な困難ケースへの対応が急務となり、中央政府による強制的介入支援という賛否ある支援手法が導入された。この手法はリーディングケースには顕著な効果を発揮し、その成果が確認された2010年代中期以後、他の困難ケースへの応用が進められている。本研究は、対応施策が先行実施されているイギリスの事例を重要かつ理論検討を要する事例だと判断し、当地における重篤な教育困難ケース支援の実情を明らかにしつつ理論的考察を付す。

| Outline of Final Research Achievements |
From the emergency response perspective, this study examined how we should manage in the event of a severe malfunction of an educational management body such as a school or a local educational administrative agency. As a previous example, this study focused on the government intervention implemented in the London Borough of Hackney, England, which is a leading case of emergency management. This method, which was effective in this case, was subsequently systematised into a general-purpose system to be applied to other challenging cases. This study confirms this policy-making process's details, providing a theoretical interpretation of the emergence.

| Academic Significance and Societal Importance of the Research Achievements |
教育経営の重篤な機能不全あるいは有事的状況における対応についての具体的対策方法と対策を講じる場合の留意点についての知見を得た。加えて、日本のコロナ禍での教育運営は「平時枠組み+特例通知」という対応パターンであったことを明らかとし、今後の対応策の検討に際して参照しうる知見を得た。
