| Outline of Research at the Start |
本研究は、教育政策における政策終了メカニズムを明らかにすることを通して、自治体に最適な教育政策の企画・立案スキームを検討しようとするものである。教育政策に関する先行研究の多くが、政策の成立過程に注目したものであり、特に日本の場合、予算的には教員人事政策に比重が置かれていることもあって、教育政策の継続性が前提とさがちである。この傾向は、最適な教育政策を模索する上で「政策終了」が盲点となっていることを示している。
以上のように、自治体裁量が強調される今日、本研究では、政策終了のメカニズムを明らかにすることが、新たな教育政策の成立・継続の条件を洞察する上でも有効であることを立証していく。

| Outline of Final Research Achievements |
A purpose of this study is to clarify the structure of the end of the policy in the education policy. We think that the plan scheme of the education policy that is most suitable for the local government is actualized by the achievement of this study purpose.
As a result of study, the end of the education policy by the central government was able to confirm that the correspondence to the new education needs in the local government was a chance.

| Academic Significance and Societal Importance of the Research Achievements |
中央政府レベルでの教育政策が、地方自治体レベルでの教育ニーズ対応の格差発生を契機にして、中断または終了される仕組みがあることが確認された意義は大きい。中央レベルでの教育政策では、教育の機会均等が重視され、これが国家レベルでの公教育の正当性や、その監督官庁である文部科学省の存在意義となっている。
しかし、公教育サービスの受け手のニーズに応えることでの適性化が要求される今日の政策環境は、中央レベルでの教育政策の発信が、自治体における適性化対応とその結果としての格差発生を介して、政策の相対化や終了にいたるシステムが働いていることを示唆している。
