本研究の概要は、適切な避難場所を指定すれば、被災時の安全性が向上するのではないか、という問題意識の下に、震災時に、被災者が、まず、一時集合場所に集合し、さらなる被害が予想されるときに、広域避難場所に避難する避難計画では、一時集合場所と広域避難場所が有機的なネットワークを形成し、緊急被災時の安全性と避難生活時の利便性が確保されることが、安全性を高めることを実証する研究である。

2023年度は、前年度までに引き続き、災害発生時の緊急対策として必要とされる避難所について、指定状況、その背景等について調査を行った。避難所の指定基準が必ずしも存在していないこと、配置に必ずしも法則性がないこと、一時集合場所、広域避難所についても 同様の傾向があることなどが判明した。

Reason
被災地における避難地計画の実態の調査により、被災後の復旧、復興に向けての臨時的生活の場所としての避難所が果たしている役割等について現地調査、インタビュー等を行う こととしていたが、前年度までのコロナ禍に伴う進捗の遅れに対応して、全体作業がやや遅れている。

今後、避難所が果たす役割等に関する実態調査等具体的な状況把握を行うこととしている。仮設住宅の役割や満足度についても調査を行う。
