生活保護現場では複雑困難事例の増加や生活保護法改正に伴い、生活保護現業員と保健師の連携・協働が一層求められているが一方で連携・協働の負担感、難しさも指摘されている。本研究では生活保護受給者支援における生活保護現業員と保健師の連携・協働の実態をインタビュー調査・質問紙調査から明らかにし、成功例とその要因を明らかにする。インタビュー調査・質問紙調査で得られた課題、改善点、成功要因を介入プログラムに反映し、その効果と現場で活用可能性について検証することを目的に実施する。

| Outline of Final Research Achievements |
This study, conducted in a city in Japan’s Tohoku region, aimed to clarify the current state of cooperation between caseworkers at social health offices and public health nurses .Interviews were conducted with organizations where public health nurses are assigned to social health offices, serve as caseworkers, or collaborate between welfare and health departments. Cases involving mental health or maternal and child care were cited as requiring especially close coordination. Building interdepartmental relationships was seen as key to collaboration, though such relationships are affected by personnel and system changes. Participants emphasized the importance of timely responses to promote cooperation. Establishing mechanisms for mutual understanding and information sharing will be essential in the future.

| Academic Significance and Societal Importance of the Research Achievements |
生活保護受給者が抱える健康問題が複雑困難化している状況から、単独部門だけでの対応は難しく、効果的な連携・協働が実態から、それぞれの部門に期待される役割や両部門で関わるメリットは大きく、生活保護受給支援の質が高まることが期待できる。また生活保護現業員、保健師ともに支援に受給者支援に携わる支援者側の疲弊が課題であり、本研究成果が示す役割の明確化や相互理解の促進は支援者の精神的な負担軽減や離職防止にも寄与すると考える。
