| Outline of Research at the Start |
本研究では、災害発生後の電力が極端に不足する状況において、長期間持続でき、かつ安定性が高く、さらに広域で利用可能な情報通信ネットワークの構築に関する研究を行う。提案する耐災害ネットワークは三層から成り、第一層であるD2Dネットワークはユーザの携帯端末で構成され、基地局を介さずに近隣の端末間で通信を行う。第二層であるドローンなどのUAVを利用したWiFiは、UAVがD2DネットワークとLPWAN基地局との橋渡しを担う。第三層であるLPWANは省エネな長距離無線通信を可能にし、D2Dネットワークにインターネット接続を提供する。各層の長所を活かし互いに密接に連携させ、安定したネットワークを構築する。

| Outline of Final Research Achievements |
We study key technologies for building stable communication networks under emergency situations where large-scale blackout happens after big earthquakes. To this end, we propose a disaster resilient network framework which consists of three layers: D2D (Device-to-Device) sub network, UAV (Unmanned Aerial Vehicle) assisted Wi-Fi network, and LPWAN (Low Power Wide Area Network). We study key techniques in each layer from theory to application. Based on research achievements, we have published papers in international conferences and international journals such as IEEE transactions. In addition, we have developed a testbed system and demonstrated experiments with Hokkaido local governments.

| Academic Significance and Societal Importance of the Research Achievements |
東日本大震災以降、産学官が一体となって耐災害という課題に取り組んできたが、2018年の胆振東部地震では、電力供給の脆弱性という重い教訓を突きつけた。本研究では、災害後の大規模かつ長期間の停電にも対応し得る耐災害ネットワークの構築を目指して取り組んだものであり、社会的意義が大きい。さらに、UAV、D2D、LPWANの３つの技術を組み合わせて耐災害システムへ導入した例はこれまでになく、その革新性が認められ研究成果は論文として多くの国際的な学術論文誌で発表されている。以上のことから、本研究で得られた成果は学術的にも社会的にも大いに意義がある。
