Outline of Research at the Start

中国、インド及びタイの3か国について、日系企業も含めた先進国の外資系企業と現地企業のイノベーション（技術と市場）競争を中心に据えた研究フレームワークに従って、3か国×3業種（医薬品、エレクトロニクス、自動車）の知財制度整備と現地企業の技術的キャッチアップに関するケーススタディを行う。また、それぞれの国における特許情報と企業財務情報を用いた補完的な定量分析を行うことで、新興国の先進国に対する技術的キャッチアップにおける知的財産制度の役割に関する新たな知見を得る。

Outline of Annual Research Achievements

中国、インド、タイ3か国の特許データ、企業データ等のデータベースの整備が終わり、3か国の比較データ分析及び国別・業種別分析を行った。
特許データによる知的財産制度と技術的キャッチアップについては、医薬品、エレクトロニクス、自動車産業を中心に分析を行い、TRIPSへの準拠を中心とした知的財産制度の改革と特許データを中心とした国内企業のイノベーションパフォーマンスの関係を明らかにした。具体的には、インドにおける知財制度（特許法３d条項）が内外の製薬企業の研究活動に影響を与えていることが明らかになったが、それ以外の産業（エレクトロニクス、自動車産業等）については、知財制度だけでなく、外資規制や国内の産業政策等のより一般的な経済制度の影響が大きいことが分かった。中国においてはエレクトロニクス産業を中心に旺盛は外資系企業による直接投資を梃にして旺盛な技術的キャッチアップを見せた。その一方で、外資に対してリベラルな政策をとったにも関わらず、タイにおいては自国における自動車産業を育成することができなかった。中国では外資系企業から国内企業に対して戦略的に技術移転を行う政策をとったが、タイにおいては外資導入を中心としたもので同様の政策がとられなかったことが原因と考えられる。
国別・産業別分析については、中国においてはインターネットプラットフォーマーの米国企業への技術的キャッチアップ、Huaweiを中心としたエレクトロニクス産業の分析等の研究を、インドについては製薬産業とソフトウェア産業に関する分析を、タイについては、自動車産業における技術的キャッチアップと電気自動車のエコシステムに関する研究を行い、それぞれについての研究成果を取りまとめた。
