Outline of Research at the Start

開発途上国において、環境汚染は深刻な健康被害をもたらすだけでなく、生産性や所得の喪失を招き、貧困の要因となり得る。しかし、環境汚染の経済コストや環境の経済的価値は、現地の人々の選好に必ずしも反映されているわけではなく、健康影響などによる人々の直接的な経済的損失と、その改善のための人々の支払い意思額の間には大きな隔たりが存在する。本研究では、ザンビア・カブウェの鉛汚染地域を対象に、環境の経済的価値について、現地調査に基づき、汚染による経済的損失と改善のための支払い意思の双方の観点から測定・推計する。両者を比較分析し、ギャップの要因を探ることで、自立的かつ持続可能な環境政策のための含意を導く。

Outline of Annual Research Achievements

本研究は，ザンビアの鉛汚染地域を対象に，環境の経済的価値を，汚染による経済的損失と改善のための支払い意思の双方のアプローチによって測定・推計し，両者のギャップについて検証することを主な目的としている．
本年度は，昨年度より準備をしてきたカブウェ住民の鉛汚染に対する意識に関する本調査を8月後半にカブウェで実施，無事に完遂したという点で大きな進展があった．現地では，12名のインタビュアーを雇用し，研究チームの監督のもとで，タブレットとSurvey Solutionsを用いて，約900世帯の訪問調査を実施した．支払い意志額については，住民と国が共同で資金を拠出する仮想的な浄化プロジェクトに関する選択実験を実施することで調査した．帰国後の分析からは，健康リスクと環境汚染レベルを50％削減する仮想的なプロジェクトに対して，1ヶ月あたり113クワチャ（1ヶ月あたり約6米ドル）に相当するレベルで，鉛汚染の浄化のために支払う意欲があるという予備的な結果を得ている．
また，カブウェにおいて既収集の家計調査データ及び鉛血中濃度（BLL）データに基づき，鉛汚染の現在世帯への経済的損失を推計した論文については，改訂・再投稿を重ね，最終的に2024年4月に査読付国際学術誌(Ecological Economics)に採択された．本稿においては，カブウェにおいて，BLLの1%の上昇は，一人当たり消費を0.1-0.2%減少させ，貧困者比率を有意に増加させていることを示している．さらに，鉛汚染は家計の医療支出を増加させること無く，教育投資を減少させており，将来的に大きなコストとなることなども指摘した．これらの客観的な鉛の経済コストと，本年度収集した改善のための支払い意志額のデータとを比較検証することで，有効な政策提言を導き出すことを目指している．

Reason

当初から予定して現地調査が，コロナ感染の影響により本年度まで延期となったという点で，研究の進捗状況は遅れている．しかし，本年度は，無事に本調査を完遂させ，さらに，既収集データに基づく論文の国際学術誌への公刊が決まるなど，かなりの進展はあった．

Strategy for Future Research Activity

次年度は，本年度に実施した汚染対策への支払い意志額調査によって収集されたデータの解析，結果報告，論文執筆等を進める．研究打ち合わせのための短期海外出張を予定している．これにより，環境の経済的価値について，健康影響などによる人々の直接的な経済的損失と、その改善のための人々の支払い意思額の，双方の観点から比較検討するという本研究の目的を達成する見込みである．
