Research Abstract |
This study, aiming to obtain relevant policy implications for social assistance reform as well as fiscal decentralization in Japan, empirically examined how Japanese local governments implement the Public Assistance (PA) programs. In particular, the study focused on the determinants of PA caseload, including regional factors, organizational characteristics, and central grants.
