A rural 'community' have typically been experiencing deterritorialization, in that its residents usually have been developing extensive social networks beyond their locality, especially ties with those who are from the same area but reside in other places. Agencies supporting rural development are therefore required to capitalize on the target populace's existing networks, instead of simplistically treating a rural 'community' as a closed, static society.
