Research Abstract |
(1) In civil service system, it's important to fix an appraisal procedure of a work performance evaluation as in French. (2) Rules on the conditions of employment in civil service system, it's important to be provided by laws on the principles of civil service system and by a collective bargaining agreement on the others. (3) To keep up both a status guarantee of civil servant and flexible personnel affairs, such rank-in-person system as in French is more adequate than such rank-in-post in Japan.
