| Research Abstract |
This research has tried to clarify how professional knowledge in technical policy area such as medical policies works especially during the time of changing institutional settings. Socio-economical environment conditions medical institutions (like how much and where hospitals should be built) and moreover, it regulates what kind of professional wisdom could be preferred during the time of change. Even in the relatively highly closed policy circumstances such as medical policy change, non-professional political actors play great role to alter important institutional change.
